Firefighters union, city agree on contract

Norwalk firefighters on Thursday ratified a tentative, two-year collective bargaining agreement with the city that would give them a 2-percent wage increase in the second year but no increase the first year.  Members of the International Association of Firefighters Local 830, which represents about 140 Norwalk firefighters, finished voting on the tentative agreement at the Charles A. Volk Central Fire Station on Thursday. Afterward, the union leadership released a statement announcing ratification of the agreement, which will go to the city's Common Council for consideration later this month.  "The membership of Local 830 is happy to have been able to reach an agreement with the city without having to bring a single issue to binding arbitration," the statement read. "Our members are very aware of the current economic climate and have made several concessions to ensure the final result would be beneficial to both the taxpayers of our fine city as well as the members of our local and their families."  The union declined to release details of the tentative agreement, other than it would take effect immediately, be retroactive from July 1, 2010, and remain in effect until June 30, 2012.  Mayor Richard A. Moccia said the tentative agreement would provide firefighters "basically zero" wage increase in the first year a 2-percent increase in the second year.  In the area of health insurance, the agreement includes higher emergency room and prescription drug co-payments for union members, according to Moccia. "Over two years, it's not going to be a large
impact on the budget when you're looking at a $275 million (budget)," Moccia said. "I think there's been difficulties in the past -- we know about fire contracts -- but I think the (Local 830) members recognized the economic conditions and worked with us." Firefighters voted on the tentative agreement in two voting shifts -- the first on Tuesday and the second on Thursday. On Tuesday, the council's Personnel Committee discussed the tentative agreement in executive session and afterward voted to forward the pact to the full council for action Oct. 26.
